Kester Guy

Chief Executive Officer

Mr. Kester Guy assumed the role of Chief Executive Officer (CEO) at the Trinidad and Tobago Securities and Exchange Commission (“TTSEC”) on December 1st, 2023. An economist by profession, Mr. Guy brings a wealth of experience in the regulatory landscape of the financial sector.

His professional journey includes key roles such as CEO and Deputy CEO of the Financial Services Commission Barbados and CEO of the Deposit Insurance Corporation, Barbados. Prior to these executive positions, Mr. Guy served as an Assistant Director at the Research and Economic Analysis Department at the Central Bank of Barbados. Notably, he also held roles as a Senior Economist at the Central Bank of Barbados and as an Economist at the Central Bank of Trinidad and Tobago and has published several articles in peer reviewed journals on economic and finance matters.

Mr. Guy holds a solid macroeconomic foundation, having earned a Master of Science in Economics from the University of the West Indies (“UWI”) St. Augustine, and a Bachelor of Science in Economics and Mathematics (First Class Honours) from UWI Cave Hill. His academic qualifications are complemented by years of ongoing professional and executive training.

In his capacity as CEO of TTSEC, Mr. Guy is expected to leverage his extensive experience in the financial sector to contribute to the regulatory mission of the Commission.

Lystra Lucillio

Deputy Chief Executive Officer

Lystra Lucillio is the Deputy Chief Executive Officer of the Trinidad and Tobago Securities and Exchange Commission, where she plays a pivotal role in shaping securities regulation, promoting financial stability, developing organizational strategy, and implementing international standards. Ms. Lucillio provides executive leadership in strategic planning and operational management, ensuring that the TTSEC remains agile and responsive in a complex global financial environment.

A passionate advocate for excellence and capacity building, Ms. Lucillio is also widely recognised for her expertise in technology, business continuity, financial technology and sustainable financing. She is committed to enhancing the resilience of financial markets and progressing reforms that strengthen investor protection and inclusion.

Ms. Lucillio complements her professional achievements with advanced studies and executive training.  Alongside post-graduate qualifications in finance and technology, she holds advanced specialized certifications from the IMF, CFA, Cambridge, and MIT in the emerging fields of macroeconomics of climate change, the regulation of digital assets, and Artificial Intelligence, combining academic research with practical expertise, positioning her at the forefront of an evolving financial sector.

Her work demonstrates a strong commitment to balance innovation and stability in financial markets, ensuring investor protection, and building resilient institutions for the future. She is widely regarded as a thought leader in securities regulation and shares her insights at national, regional, and international forums.
